Reported Security Incidents Across Southern Iraq In 2013

 
Southern Iraq has witnessed plenty of violence in 2013, but it pails in comparison to central and northern Iraq. While a province like Baghdad might have five to ten attacks per day, some provinces in the south have that many in a year. Different governorates have also gone through different experiences. In Babil for example there has been a relentless wave of attacks mostly aimed at average citizens. Basra has seen a mix of Al Qaeda in Iraq bombings, and religious, political, and sectarian violence. Karbala and Najaf have gone through repeated attempts to stir sectarian tensions by attacking pilgrims heading to the holy cities. Wasit on the other hand has experienced an increasing number of insurgent bombings. Other governorates like Muthanna and Maysan have only seen occasional militant operations. Al Qaeda in Iraq has picked up the pace of its operations in the south carrying out more aggressive and coordinated bombings, but these are still occasional rather than normal events.

Babil has long been a stronghold of the insurgency. The northern half of the province has a string of Sunni towns that have been used for bases by the insurgency for years. In 2013 there have been a total of 157 security incidents, one every couple days. Northern towns such as Jurf al-Sakhr, 42 incidents, Musayab, 28, Alexandria, 12, Iskandiriya, 8, and Mahawil, 7, have born the brunt of the violence, but there have also been a sizeable number of attacks in Hillah, 26, which is in the center of the governorate. Those attacks have resulted in 295 deaths and 470 wounded. Almost all of those were regular citizens. Shootings have been the most common form of attack, 54 total, but there have been almost as many car bombs, 43, and more bombings of all kinds overall, 90. In terms of the number of attacks and fatalities Babil is much more like Diyala and Anbar than the rest of the south, because of its strong militant presence.

Basra is the second most violence province in the south. There a number of groups that appear to be operating there. On the one hand there are Al Qaeda in Iraq car bombings that have struck the governorate 14 times and resulted in 44 deaths and 119 wounded. On the other hand Shiites appear to be taking out their frustrations on local Sunnis. On January 31, a Sunni professor was gunned down in Basra. On May 12 a Sunni cleric was gunned down in Abu Kaseeb, and another on May 18 in the same town. On August 13 a former Sunni politician was assassinated in Basra, and August 26 a sticky bomb was placed in the car of a member of the Sunni Endowment. Finally on October 26 a Sunni sheikh was kidnapped in Basra. There has also been political and religious violence in the governorate. A black rights activist was gunned down in Basra on April 26. The secretary general of the Fadhila party was shot at on July 11. A Turkish Airlines office was bombed on July 13, and an alcohol business was bombed on July 25. In total, there have been 40 security incidents in the province this year, 31 of which were in Basra city resulting in 82 deaths and 127 wounded. The governorate appears to be unstable politically, and suffering from insurgent bombings, which accounts for the levels of violence there.

Dhi Qar, and specifically the city of Nasiriyah has become a target of Al Qaeda in Iraq. Those attacks have picked up since the summer. There were no attacks in the province from January to March. The first one in 2013 didn’t occur until April 15 when two car bombs went off in Nasiriyah. Then there wasn’t another attack until June, then one in July, four in August, one in September, and then two in October. Still there has only been a total of 11 attacks thus far, nine of which were in Nasiriyah. Those involved 12 car bombs that resulted in 16 deaths and 132 wounded. Many of these attacks coincided with other bombings across Iraq showing that Nasiriyah was part of AQI’s effort to show that it was capable of hitting multiple targets on the same day. The goal seems to be to undermine the standing of the government by showing that it cannot protect the public, and to stoke sectarian tensions by hitting major Shiite cities like Nasiriyah. That has worked to an extent in the governorate, as there have been reports of the Sunni Al Sadoun tribe being attacked and displaced.

Karbala is very similar to Dhi Qar. Because it holds holy Shiite shrines that draw thousands of pilgrims several times a year the province has become a perfect target for AQI bombings. That has led to eight car bombings and one suicide bomber leading to 28 fatalities and 121 wounded. Still since the beginning of the year there has only been 15 attacks in the governorate all in the Karbala area leading to a total of 32 deaths and 125 wounded.

Maysan, Muthanna, Najaf, Qadisiyah have seen even fewer militant operations. All together those four governorates have only seen 16 attacks this year. Almost all of those were car bombings that have resulted in 50 killed and 320 wounded. Again, these operations are meant to show the depth of AQI’s networks up and down the length of the country, and its abilities to strike almost anywhere in Iraq. Still they have occurred so rarely that the majority of people in these provinces have been left untouched.

Wasit is another governorate that has seen a large amount of militant activity. That has included a mix of shootings and bombings almost all of which has occurred in the provincial capital of Kut. Of the 23 incidents this year, 15 have happened in that city. While car bombings have predominated, 16 total, there have also been six shootings, and four bombings. In total 48 have died and 151 have been wounded in 2013.

The nine provinces of southern Iraq have witnessed a variety of different levels of violence. Babil is an insurgent base, and that has resulted in constant attacks every week since the beginning of the year. Militants are also active in Wasit, but to a much lesser extent. Basra on the other hand has seen a large number of security incidents, but the causes vary from Al Qaeda bombings to political and sectarian violence. The other six provinces have hardly been touched other than the occasional mass casualty bombing carried out by AQI. The Islamists have the ability to strike any of the major cities in the south, but this only occurs about once a month. That means for the other thirty odd days much of the population is going about their lives. Still the increase in attacks and what people see is happening in the rest of the country has led to a growing sense of instability, and decreased the standing of Prime Minister Nouri al-Maliki. The real impact of the bombings might be felt next year when Iraq holds parliamentary elections, and the premier runs for a third term and has to account for the growing number of attacks across the country.
